SIM registration directive stirs debate Dennis Mbuvi

As the Kenyan Government moves to enforce  mobile user registration, questions that are yet o be answered have emerged.Subscribers are questioning whether those who have already registered for Mobile money transfer services  namely M-Pesa, Zap and Yu-Cash will need to re-register since the above registration already provides the required details. Other subscribers awaiting a response is those who registered their details in the early 2000s when Safaricom and  Zain (then Kencell) required registration before purchase of a line. So far, telecom operators are yet to issue any statements on such questions.

Other questions that have arisen is on the safety of the collected data. Safaricom and CCK have assured subscribers that data collected will not be used for unintended purposes.
"The information collected shall not be disclosed to any person unless as required by any written law", said CCK Director General Charles Njoroge. However, this has not assured wary subscribers who have pointed to the lack of a data policy in the country as a major flaw. As a result, misuse of the data may not be enforceable by any law.
An address is one of the requirements for registration. This may be a postal or physical address. The challenge in this is that few Kenyans have postal addresses with most sharing the postal address of their nearest church, school or that of a relative. As for physical address, most of the Kenyans living in urban centres rent rather than own houses and keep changing their physical addresses many times in a year.
The legality of the process also remains in question. At the moment, this is just a directive and is yet to be passed into law and thus may lead to issues in the enforcement of the directive.
It is expected that mobile phone companies will use their dealer networks for the process, since this may be the only effective way to reach thousands of rural subscribers who have never heard of customer care centres, currently located in major urban centres. Safaricom is expected to have the biggest challenge in this aspect with more than 13 million active lines.
Safaricom has issued a FAQ on their Facebook page which has addressed some issues including prerequisites and registration of minors and corporates.

Update

Safaricom have stated via their twitter account that those registered for M-Pesa and post pay customers need not re-register.
