Ministry of ICT is worst performing ministry in Uganda James Wire

In 2008, the Ministry of ICT spent only 19.4% of the budgetary allocation from the Ministry of Finance for the year 2007/8. This was rated as a 'below expectation' performance and blame was put on the fact that the ministry had not yet recruited adequate staff and was still in the formative stages of establishing itself. Two years later, the same ministry has been declared as the worst performing ministry in Government after only utilising 17% of its allocated budget.

This time round one wonders what excuses the Ministry of ICT will give. Many times failure to execute government programmes is blamed on inadequate budgetary allocations. It therefore comes as a surprise to see that such a dismal performance is being experienced in a sector that is likely to become the heartbeat of government operations in the near future.
On the flipside, it may be too soon to pour blame on the Ministry of ICT because one wonders the logic used to assess a good or poorly performing ministry. Is it based on money spent or on other matrix too?
If spending is the major matrix, then this is a red herring that is likely to breed corruption in the future, the goal will always be to finish up the money allocated as a way of being in the good books of the Finance Ministry and ensuring that more money is availed in the new budget.
It is a catch 22 situation but on the whole, this situation calls for the ICT Ministry officials to up their game and see to it that the necessary initiatives are effectively coordinated and implemented other than playing hide and seek with the facilitation that the government has committed itself to.
